(1) Scope of management

1. Scope of commodities subject to automatic import license management

* Commodities subject to automatic import Licensing administration in 2009 include general commodities, mechanical and electrical products and important industrial products.

* For the commodities listed in the catalogue of goods subject to automatic import Permission administration, automatic import license shall be submitted to the Customs when going through customs declaration formalities.

2. Exemption from automatic import License (7 kinds of situations to master)

(1) Those imported and re-exported under processing trade (except crude oil and refined oil)

(2) Imported by foreign-invested enterprises as investment or produced within the amount of investment for their own use (excluding used mechanical and electrical products)

(3) Import of sample advertising products and experimental products, with the value of each batch not exceeding RMB 5000;

(4) goods temporarily imported under customs control;

(5) Goods subject to automatic import license administration entering bonded areas, export processing zones and other special customs supervision areas, bonded warehouses and bonded logistics centers;

(6) Non-priced equipment imported under processing trade remains in use by the original enterprise after the expiration of the period of supervision;

(7) Other items exempted from import license as stipulated by national laws and regulations.

(2) Handling procedures

1. Before going through the customs formalities to import the good s subject to automatic import license administration, the consignee shall submit application for automatic import license to local or corresponding license-issuing organs and obtain automatic import license.

2. The consignee can apply in writing or online. License-issuing organs should issue automatic import license within no more than 10 working days after receiving the application in conformity with the provisions.

3. If automatic import license that has been applied for is not used, it should be returned to license-issuing organs within the period of validity and explain the reasons.

4. Automatic import license, if lost, should be reported in writing. Original license-issuing organs should issue a new license if there are no adverse consequences after verification.

5. License-issuing organs shall recall and cancel automatic import license if it is not obtained one month after the issuance date
